Stephen Garvin
Stephen has been with Samiotes Consultants since 1993 and has been a great asset to the company ever since. So much so, that Samiotes had the pleasure of making Stephen President in 2001. In his dual roles as head of the Civil Department and President of the firm, his responsibilities include growing and diversifying the Client base, overseeing overall design quality and standards, leading high profile projects through design and permitting, and improving efficiencies in all aspects of the business. Additionally, he is recognized by the Massachusetts Department of Environmental Protection as an approved Soil Evaluator and is recognized by the U.S. Green Building Council as a LEED Accredited Professional. Stephen is also the Chairman of the Sudbury Planning Board.
​Responsible for managing projects and the development of construction plans, engineering estimates, and special provisions for state/local agencies and private clients. Design responsibilities include highways, local roads, drainage/utility, traffic signals, traffic management, and construction phase services. Currently working on traffic management for the Green Line Extension Project. Past projects include the Longfellow Bridge Rehabilitation Project, Roundabout at Routes 6A & 28 in Orleans MA, and guide sign replacements along I-90, I-290, and Route 24.

Wayne Bates has 32 years of experience providing environmental engineering services to manufacturing and commercial clients. This includes facilitating high-level discussions on operational improvements. He assists clients with complex issues by developing new and creative methods for success, and gains great satisfaction from seeing improvements from even the smallest process modifications.

Ryan McCoy
Ryan is a Geotechnical/Structural Engineer with 14 years of specialized experience in waterfront and marine engineering projects. He has focused his career on the planning, design, inspection, permitting, repair and construction of various structures including piers, wharves, bulkheads, marinas, seawalls, and revetments, all considering resiliency, sea level rise and climate change. Some of his current projects include repairing a historic seawall on Boston Harbor, shoreline protection along the Great Lakes, and the design of a new cruise terminal.
Marina Fernandes
Ms. Fernandes is a civil and environmental engineer with 15 years of experience leading planning, permitting, design, and construction of various municipal utility projects both in the private sector and now in the municipal world. In this role, she collaborates with regulators, stakeholders, residents, and project teams to deliver community-tailored solutions. In the Town of Milton, Ms. Fernandes is currently overseeing approximately $5 million annually of construction of utility infrastructure projects including water, sewer, drain and roadway improvements and repairs.
